Essential Functions: The Assistant Vice President has the role of Institutional Attending Veterinarian for the Division of Lab Animal Resources, with oversight and direction of all animal facilities at Wayne State University. Ensure that the laboratory animal care and use program is implemented in a manner that meets the high standards required for accreditation by the Association for Assessment and Accreditation of Laboratory Animal Care and compliance with state and federal regulations. The Attending Veterinarian is a federally mandated member of the Institutional Animal Care and Use Committee. Reports to Vice President, Research.Essential FunctionsDevelop and coordinate the implementation of the comprehensive veterinary care program at Wayne State University in compliance with all regulatory and accrediting bodies. Specific areas of responsibility include the assurance of biosecurity, effective preventative medicine, coordination of the institutional training program, and assuring daily operational effectiveness of the program including emergency preparedness. Provide overall leadership and direction to staff. Set expectations & focus, assign duties, delegate responsibilities, evaluate activities, prepare performance appraisals & professional development plans. Provide coaching, mentoring and teaching. Manage the administrative process for assigned staff including hiring, promotions, terminations, disciplinary procedures, and salary adjustments. Provide ongoing performance feedback, goal setting, and development plans for staff. Plan for future staffing needs. Provide timely communications to staff.Serve in the official role of Attending Veterinarian on the Institutional Animal Care and Use Committee as required by the federal Animal Welfare Act and U.S. Public Health Service policy. Serve as the primary point of contact for accreditation (e.g. Association for Assessment and Accreditation of Laboratory Animal Care) and regulatory (e.g. U.S Department of Agriculture, Office of Lab Animal Welfare) bodies regarding animal care activities and reporting.Identify strategic goals based upon regular program assessment, develop plans consistent with current and emerging research needs at Wayne State University, and implement actions necessary to achieve these goals as well as continuous program improvement.Oversee the fiscal operation of the animal care program and coordinate with financial personnel within the Division of Lab Animal Research business office and the Office for the Vice President for Research. Specific duties include identifying areas of need within the animal care program, allocating resources and participating in annual cost-analysis and rate setting activities.Engage, advise and train university scientists, students and technical staff to promote research excellence and productivity. Serve as an advocate and spokesperson for Wayne State University at the local, regional and national levels on issues relating to animal care and use. Develop and maintain productive working relationships with faculty, students, staff and the surrounding community.Provide electronic pre-reviews and appropriate advice and counsel for animal use protocols submitted to the Institutional Animal Care and Use Committee. Engage as part of the academic community through faculty appointments, as appropriate, and through the further development of activities within Department of Lab Animal Research involving research, scholarly inquiry and academic engagement.Provide veterinary clinical care as needed to support clinical veterinary staff. Clinical duties include rotating weekend and holiday coverage.Perform other related duties as assigned. Qualifications: Education Medical degreeRequired:Doctor of Veterinary Medicine from an American Veterinary Medical Association accredited veterinary medical school or college, or successful completion of the Foreign Veterinarian Equivalency Examination is critical. Must be currently licensed in one state and eligible for licensure to practice veterinary medicine in the State of Michigan. Must be able to obtain required federal registration and state licensure to hold and prescribe controlled substances in the State of Michigan. U.S. Department of Agriculture accreditation is required. Experience Expert (established subject matter expert, 7+ years experience)Requires seven or more years of experience in laboratory animal medicine working in a major research university, medical center, institution or company, including three to five years of demonstrated leadership experience either directing a facility or a significant component of an animal research program.Residency or graduate school training strongly desired. Experience in conducting independent or collaborative research is desired. Knowledge, Skills and AbilitiesUp to date knowledge of laboratory animal medicine and science, as well as research processes.In-depth knowledge of state and federal regulations and Association for Assessment and Accreditation of Laboratory Animal Care accreditation standards. Knowledge of appropriate equipment, facilities and operations required to accomplish a wide array of activities related to animal housing and research.In-depth knowledge of use of appropriate equipment, procedures and staff training in the handling of biological and chemical hazards in an animal research setting.Excellent written and verbal communication skills. Ability to write competitive grants in peer review process for facility improvements and new construction.Ability to multi-task, shift priorities and delegate effectively. Ability to plan for multiple contingencies and be able to implement solutions and develop strategies to achieve organizational goals.Collaborative team management skills developing policy and solutions to operational challenges involving numerous operational functions. Dedicated to meeting the expectations and requirements of internal and external customers. Establish and maintain effective relationships with customers and gain their trust and respect. Proactively identify customer issues and quickly and effectively resolves customer concerns.Possess high ethical standards. Respect the confidentiality of information or concerns shared by others. Interpret and understand University policies and applicable laws and regulations to ensure personal and unit compliance.Ability to apply analytical and logical thinking to gathering and analyzing information, make valid and reliable conclusions, and propose and evaluate alternative solutions to achieve organizational goals. Ability to find solutions to difficult or complex issues through meaningful dialogue, collaboration and/or analysis, combined with an understanding of and experience with systems, details, and tactical implementation.Demonstrated leadership ability. Ability to provide direction to a multi-faceted laboratory animal care and use program supporting a major research university with a large medical school and affiliated medical center in addition to a Veterans Affairs Medical Center. Must be able to advise, counsel and train investigators in appropriate animal procedures with the aim of humane animal care. Ability to influence; build relationships; foster collaboration; acquire and develop talent; and inspire to achieve shared objectives
