Senior IBC Administrator Compliance Associate III - Band F Office of Research Integrity and Assurance (ORIA)
We have an immediate opening for a Senior IBC Administrator at Cornell University.
The Senior IBC Administrator provides expert, professional guidance and administrative support to researchers and committee members of the Institutional Biosafety Committee (IBC). The IBC is responsible for the oversight of the safe conduct of research using recombinant or synthetic nucleic acid molecules (r/sNA) and biohazardous materials. This oversight includes review and approval of research proposals that describe the use of these materials, developing guidance for researchers, reviewing and implementing policies and procedures, investigating incidents of exposure or non-compliance and implementing corrective actions. They conduct preliminary reviews of all Memorandum of Understanding and Agreements (MUA) and other documents submitted to ensure completeness of information on the applications, and that policy and regulatory requirements are met for MUA approval. They assign reviewers to MUA’s submitted for review and provide review reminders, arrange committee meetings, manage quorum, prepare and distribute agendas, meeting materials, drafts meeting minutes and follow up on action items. With minimal supervision, serves as the liaison between the IBC members and investigators to resolve any issues that might result in the course of the IBC oversight of a study. Trains new committee members on regulatory requirements and on the IBC system and processes.
Interprets and implements university and federal regulations in cases of unexpected events, including conducting investigation, preparing communication and reporting. Manages, troubleshoots and resolves issues with the electronic system used to submit, review and approve MUAs, and will be a key contributor to the implementation of the Research Administration Support System or other software systems.
Identifies research described within an MUA as also requiring Embryonic Stem Cell Oversight Committee (ESCRO) review. Provides administrative support for the ESCRO ad-hoc review committee.
Partners with EHS Biosafety and Biosecurity teams and other campus stakeholders to ensure the University biosafety program and the IBC policies and procedures complement one another.
Interfaces with the IACUC and IRB when r/sNA or biohazardous materials are used in animal and human research protocols. Conducts protocol to MUA comparison when IACUC and IBC are involved.
Interfaces with the Office of Sponsored Programs to verify IBC approvals and provide grant / MUA comparisons to ensure related regulatory compliance requirements are being practiced. Provides guidance to the IBC team to meet committee functions, meeting deadlines and project completion.

Required Qualifications
Bachelor’s degree in a life sciences field, with 3-5 years of relevant work experience coordinating research activities in a de-centralized environment, or equivalent combination. Experience with research involving recombinant or synthetic nucleic acid molecules (r/sNA) or biohazardous materials. Experience working directly with faculty or researchers conducting, managing or reviewing research. Ability to understand and analyze complex research proposals. Must be able to work with a diverse group of people to arrive at mutually successful goals. The candidate must demonstrate knowledge of federal and state laws and regulations governing the use of r/sNA or biohazardous materials. An ability to understand, apply, and communicate federal regulations and institutional policies related to research involving r/sNA and biohazardous materials. An ability to manage multiple priorities and work under pressure to meet deadlines. A high level of comfort with online databases, significant experience with word processing software, data analysis using Excel and use of on-line communication tools.
Preferred Qualifications
A master’s or PhD in specialized background in Microbiology, Cell biology, Molecular Biology, Genetics or other related field. Research experience in a life sciences field with specific experience working as an IBC administrator for a research institution.
