Position Summary
The Office of Sponsored Projects and Research Compliance (SPARC) is committed to supporting the research endeavors of faculty members and staff of Rice University, a leading research institution in Houston, Texas, by helping them understand their obligations and ensure compliance with applicable governmental regulations and university policies. The Compliance Administrator furthers the mission of SPARC by managing the following research compliance committees: Institutional Animal Care and Use Committee (IACUC) committee to ensure compliance with policies regarding the use of laboratory animals. SPARC seeks an individual who is comfortable collaborating with faculty and administrators, communicating federal and university requirements to university stakeholders, supporting in program and policy development in response to government agency updates, and handling multiple projects with competing deadlines.
Essential Functions
- Provides guidance to research and teaching faculty, students, and other program participants on implementation of policies and procedures in compliance with university and federal regulatory requirements
- Manages and processes protocol activities, including comments, reviews, notifications and verification of compliance with Rice's policies and procedures
- Manages protocol activities, including conducting administrative pre-reviews, grant congruency reviews, continuing reviews and other tasks.
- Analyzes submission for completeness, grant congruency, and compliance with university and federal regulatory requirements
- Performs moderately complex protocol activities through consultation with his / her supervisor and compliance committee chair
- Respond to incoming emails, telephone calls and walk-in visits
- Manages scheduling committee meetings, logistics, and distributes meeting materials.
- Attends committee meetings and record meeting outcomes.
- Plans and coordinates follow-up review activities; prepares correspondence; takes notes on discussions or actions during compliance meetings
- Assists investigators with protocol submission processes and provides instructions/ technical support to both internal and external groups regarding the electronic protocol research compliance system
- Assists with semiannual program and facility inspections management.
- Applies knowledge of federal, state, and local regulations, as well as university policies and practices, to ensure satisfactory compliance
- May provide back up support to supervisor in supervisors absence
- Performs all other duties as assigned
Additional Functions
- Assists with maintenance of protocol electronic databases and program websites
- Alerts the IACUC Manager and/or Director of Research Compliance to business and process issues for review and resolution
- Conducts grant congruency reviews to ensure that research described in grant applications is congruent with corresponding protocols approved by the IACUC
Required Qualifications
- Bachelor's Degree
- In lieu of the education requirement, additional related experience, above and beyond what is required, on an equivalent year for year basis may be substituted
- 1 year of administrative experience
- In lieu of the experience requirement, additional related education, above and beyond what is required, on an equivalent year for year basis may be substituted
- Excellent computer skills and understanding of databases
- Excellent verbal and written communication skills
- Organizational skills and the ability to manage multiple priorities
- Familiarity with IACUC practices with regard to animal research regulation, and federal and state policies and procedures
Preferred Qualifications
- Bachelor's Degree in a social science, natural science or engineering field
- Certified Professional IACUC Administrator (CPIA)
- Superior verbal and written communication skills
- Excellent collaborative, judgement, leadership, negotiation, problem solving, and critical thinking skills with attention to details and willingness to take initiative
- Ability to work independently and as part of a team to meet expected deadlines and schedules
- Excellent organizational and time management skills to plan and schedule
- Ability to work well under pressure and manage multiple projects simultaneously
- Knowledge of Microsoft Office suite
