The Biosafety Level 3 (BSL3/ABSL3) Facility Manager plans, directs, and oversees daily administrative, regulatory, and operational activities for the 5,000 sq foot Fred Hutch BSL3/ABSL3 facility (BSL3). The position provides training to users and ensures users comply with all requirements for operations in a high-containment facility in conjunction with Environmental Health and Safety, Facilities and Comparative Medicine Shared Resource.
Responsibilities
Scope of Responsibilities:
This position reports to the Director of Comparative Medicine or delegate, however, this position will serve as a liaison to the Directors, or their delegates, of Environmental Health and Safety (EHS), facilities and other shared resources as required such as flow cytometry. This role will work with scientists doing research requiring BSL-3/ABSL-3 level containment. This role will be a point of contact for any regulatory agencies as required and serve on all internal committees pertaining to the operation of BSL-3/ABSL-3 facility. This position will be responsible for managing and reviewing budget and providing recommendations to Director, CM.
Essential Duties:
Access oversight and training: Advises and provides consultation to researchers on BSL3 regulations, policies, and practices; oversees and maintains secure database for documentation of all BSL3 users including, but not limited to, users, maintenance personnel, and contractors; develops and provides initial and ongoing training to BSL3 users in conjunction with other relevant groups (EHS/ security/ and others); assists new and established PIs with facility entry requirements, documentation, and training, including annual training reviews and updates; trains, supervises, and directs work of BSL3/ABSL3 support personnel, performing work in their absence (25%). Facilities/ Operation Management: Participates in laboratory design and renovation reviews for BSL3/ ABSL3 biohazard research laboratory project; initiates and/or oversees facility repairs, renovations, and maintenance; reconciles BSL3 Program expenditures, income, and budget; provides information to CM Director and SR Administration to develop annual operational budget; creates promotional materials to publicize and promote BSL3 program; oversees maintenance of PPE inventory and emergency response equipment inventory; provides technical expertise on disinfection, decontamination, and sterilization approaches (25%).Compliance: Facilitates development and modification of BSL3/ABSL3 regulations, policies, and procedures; ensures compliance to standard operating procedures (SOP) for BSL3; monitors and responds to changes in national regulatory practices to ensure highest level of safety for BSL3 facilities; directs and participates in facility inspections with EHS (Environmental Health & Safety), IACUC (Institutional Animal Care and Use Committee), and other groups as appropriate; assists with responses to inspections, audits and risk assessments, and coordinates solutions to all findings; provides oversight for all animal care and use operations within the ABSL3 according to IACUC and CM standards (20%)Research Support: Coordinates and partners with scientific advisory committee to ensure facility meets users' needs; familiarizes self with research processes and requirements of each laboratory group to provide and enhance biosafety training as required; assist with review of all IBC research protocols as related to research in Fred Hutch BSL-3/ABSL-3 (20%).Emergency Response: Serves as primary point of contact for BSL3 facilities and equipment emergencies and alarms; coordinates/ oversees emergency response with appropriate departments including Security and EHS, first responders and facility occupants; schedules, develops, implements and documents emergency training and incident response and biosecurity drills; serve on weekend on-call for weekend research support and emergency response, as needed (5%).Equipment Oversight: Ensures that use of specialized equipment in BSL-3/ABL-3 facilities is conducted with appropriate experts including other core directors (Flow Cytometry/ Genomics) and verifies that all applicable additional trainings, documentation and related work practices observations are completed (5%)Other duties as assigned.Qualifications
Required:
- Bachelor's degree - Field of Education: microbiology, molecular biology, epidemiology or related discipline
- 7+ years previous experience working with BSL-3/ABSL-3 containment procedures and practices for research and animal laboratories
- Must be able to wear a respirator and necessary personal protective equipment as appropriate for entering BSL-3/ ABSL-3 spaces
- In depth understanding of BSL3 facility procedures and protocols and the research that is undertaken in the facility
- Ability to maintain required regulatory records
- Knowledge of biosafety risk assessment and risk management elements for reviewing research protocols involving biohazards and for monitoring protocols once initiated through inspection and audit
- Knowledge of the operation, use, and certification of containment equipment such as biological safety cabinets, containment centrifuges, and containment facility HVAC/ventilation controls
- Ability to be an effective trainer
- Animal care/use experience
- Possesses excellent verbal and written communication skills.
- Ability to work collaboratively in a research environment with diverse populations and varying educational and professional backgrounds (e.g., Animal technicians, Veterinarians, Research Technicians, Principal Investigators).
- Self-driven and ability to work independently with minimal supervision, driven to seek opportunities to improve knowledge and apply it.
- Demonstrated understanding of a regulatory environment and ability to interpret regulations and institutional policy.
Preferred:
- Master's or higher-level degree - Field of Education: Master of Science or Public Health in microbiology, molecular biology, epidemiology, or related discipline or equivalent combination of education and experience
- Certifications by the American Association for Laboratory Animal Science (ALAT, LAT, LATG, CMAR, ILAM), Biosafety professional credentials (RBP, CBSP)
- Previous experience with managing BSL-3/ABSL-3 containment research and animal laboratories (5+ years).
- Working knowledge of animal husbandry standards, regulatory guidelines, requirements, and common standard operating procedures.
- Knowledge and understanding of federal OSHA and state biosafety and health and safety regulations and guidelines, (bloodborne pathogens, NIH Guidelines, CDC BMBL, import and export programs (e.g. CDC IPP, APHIS, Bureau of Industry and Security)).
- Experience with writing and revising facility standard operating procedures, policies, and manuals.
- Experience working on or with the institutional compliance programs and committees (e.g. Institutional Biosafety Committee, Institutional Animal Care and Use Committee, Institutional Review Board).

The annual base salary range for this position is from $91,936 to $145,318 and pay offered will be based on experience and qualifications.
